The sun does need to be active for the solar cycle to be happening, but when it isn’t, it generally does nothing for us, and it is very hard for us to imagine that the suns energy is decreasing. So, when we don’t see it, we assume that somehow the sun is still causing the solar cycle. But the suns energy is a lot more than our imagination allows us to imagine, and it’s not likely that the suns energy is decreasing.
